Meet our President/ Founder

Shirley Hines

 

Shirley Hines is a passionate leader, connector, and public servant dedicated to advancing economic opportunity and equity across West Georgia. As Founder and President of the West Central Georgia Black Chamber of Commerce (WCGBC), she has led efforts to build a strong, regional network supporting minority-owned businesses, fostering strategic partnerships, and promoting long-term growth in underserved communities.

Before founding WCGBC, Shirley spent over two decades at Delta Air Lines and later brought her leadership to public office—serving two terms as Meriwether County Commissioner. In 2019, she made history as the first African American woman Chair of the Meriwether County Board of Commissioners. She is a graduate of Columbus State University and has completed leadership training through the Carl Vinson Institute of Government and the Georgia Academy for Economic Development.

With more than 20 years of advocacy and civic engagement, Shirley has served as President of the Meriwether County NAACP, Chairperson of the Meriwether County Democratic Committee, and a board member of the Three Rivers Regional Commission, where she champions workforce and economic development. She currently serves on the United Way Board in Troup County and has contributed to many community boards across the region.

A proud community leader, Shirley continues to lead with purpose, faith, and a deep commitment to collaboration and service.
